1. Stop the server
  2. In the game panel click the Configuration Files button. 
  3. You should see a file named clientpermissions.xml Click Text Editor next to it.
  4. You will see: 
    <?xml version="1.0" encoding="utf-8"?>
<ClientPermissions>
</ClientPermissions>
  5. Between the 2 client permissions lines insert: 
      <Client
    name="YOUR INGAME NAME HERE"
    steamid="YOUR STEAM64ID here"
    preset="Admin" />
  6. Replace text for the name and steamid with your own details for the player you wish to be an admin. You can find a user's Steam64ID here - https://steamid.io/
  7. If you wish the player to be a moderator, replace the Admin text with Moderator.
  8. Press save at the top left.
  9. Start the server.
