This guide will help you enable mapvoting or mapcycle on your Insurgency Sandstorm server
1) Stop the server
2) Navigate to your game panel config manager section and use the text editor link next to your game.ini and navigate to the following section
bVoting=False
bUseMapCycle=True
Early reports suggest you can not have both enabled only one or the other
3) press save & exit and restart the server
